United Cities is the theme of the 2025 edition of the festival, both a provocation and a call to action. What would happen if cities chose cooperation over competition? Can urban intelligence be shared as a common infrastructure? Across borders and ideologies, the festival argues for an alliance of cities oriented to the common good: a learning organism fueled by positive cases, effective governance, and evolving toolkits capable of scaling what works. United Cities is the natural continuation of the Manifesto for A New City Making, developed during the last two editions of Utopian Hours through the contributions of urbanists, designers, placemakers, activists, and public officials. If the 20th century optimized cities for throughput, this manifesto calls the 21st to optimize for belonging, resilience, and reciprocity—turning diverse local sensibilities into an extraordinary shared urban consciousness.
