From the spaces that represent the cultural heritage of the communities they serve, to spaces for arts and culture, there is growing debate around how such spaces should be protected, funded and accessed. The City of Culture and other programmes have invested at scale in creating space for culture within a town or cityscape, but what are the conditions for creating and maintaining spaces for culture of different types and scale?
